1. I I - GLC) Determined from the Foreign Relations
Committee that the c arthy resolution, with certain amendments, was
approved by the Committee at its session this morning. The vote was
14 to 5 in favor of the resolution. Voting against the resolution were
Senators Lausche, Symington, Hickenlooper, Carlson, and Mundt. The
amendments to the resolution omitted the specific reference to the FBI,
eliminated the specific provision for a committee staff, and elminated
section 7 which provided for funds to be provided from the contingency
fund of the Senate.
GLC) Met briefly with Senator Symington and
exchanged for him the one condensed version of the classified commen-
tary on the NEW YORK TIMES articles and picked up the two-volume
set which had been left for him previously. The Senator appreciated
having this more useable copy.
3. GLC) Talked with John Jackson on the staff
of Senator Sa tonsta , with regard to the NEW YORK TIMES article
indicating that a Michigan official had written a letter to the Senator
requesting information on the MSU/CIA situation. Jackson checked
and found no record that such a letter had been received but agreed that
a response repeating the Senator's floor statement on the subject would
be appropriate. We will probably be in touch with the Senator's office
on this further.
Department Congressional Relations, regarding the NEW YORK TIMES
column referring to the MSU situation and the fact that a state official
was planning to write to Secretary Rusk as well as to Senator Saltonstall.
It was suggested to Mr. White that the State Department respond to
such an inquiry, if received, using Senator Saltonstall's floor statement.
Mr. White agreed with this approach and has put out an alert to have any
correspondence of this source referred to his office, at which time he

; - JSW) Congressman Glenard Lipscomb
telephoned asking that we pickup from him a letter in which he is interested.
In addition, he stated he had no further specifications on the under water
detection gear for which an export license had been granted. I advised
him that in that case we would have to go to the licensing authorities to get
more information since we could not give him any meaningful comments
without further specifications.
6.1I LLM) Met with Mr. Gerald Grinstein, Chief Counsel,
Senate Commerce Committee, in connection with the statement to the press
by W. G.:Saletic,_ President of the Congress of American Fishermen, to the
effect that CIA had asked for their help in learning the military significance
of vessels' in the Soviet trawler fleet. There is no problem whatsoever with
M:r. Grin tein on this. (See Memorandum for the Record.)
7. LLM) Dropped by the office of Glenard Lipscomb
(R. -Calif) to pick up certain letters he wanted us to have . The Congressman
was absent from the office and his administrative assistant, Mr. Melvin
Miller, suggested that I drop by again tomorrow which I will do.
