Proposed Intent and Scope of the Course: Th' r is desi ed to give to the student a broad se S t under normal Agency procurement. ufficien e a is cou appreciation of the technical and managerial tasks associated with the development of an intelligence collection system, as practiced in DD/S&T, both under "normal" channels and under OSA/OSP channels, as, outlined in attachment I, submitted earlier. and reproduced here. As an introduction, the Project Officer's Handbook, now in'drafl in DD/S&T, will be used as a description of systems management; .' A review (see attachment I) will be given of the over-a11? system development cycle from the joint requirement/technical capability interplay necessary for program inception through the development of an,operational capability. As examples of such systems developments, the developmental. history of OXCART will be traced in moderate detail. Finally, a field trip will be made, designed to illustrate in concrete fashion the necessity for the broad overview required. of the syst er (see attachment II for preliminary schedule). the students will see the final stage of system deve o me , here the vehicle, avionics, and sensor. systems meet and go through final flight test, supported by a complex of ground support equipment, operations, maintenance, logistics, handling of take,. etc. The need for close monitorin; of all the interactions during the whole'system development cycle can be graphically demonstrated. As a supplement, brief visits will be made to Burbank (IDEALIST for demonstration of the early phase of system development and to Edwards for a demonstration of the final stages of an operational system (IDEALIST). 3. Outlines on early portions of.the course indicate that. the NRO/COMOR/303, etc., interfaces and relationships to Agency. schedules. .be given and graded.- Such examination will probably need be given at the end of each of the first two of the three week's intelligence collection systems, and system tasking will be covered by OEL in the discussion of ELINT collection efforts, so such topics need only superficial coverage. 4.
