Approved For Release 2002/10/ft ,RDP68B00724ROQ200270004-7 IDEA-0822-68 Copy of 28 October 1968 25X1A 25 1A 25 1A MEMORANDUM FOR THE RECORD SUBJECT: Meeting Program, 25 October 1968 25X1A 1. A meeting on the proposed second phase of the program was held at 1030, 25 October 1968, in Room 6C33, Headguartere, under the auspices of and 25X1 OSP/DD/S&T. Present were. Office of Special Projects 25X1A Office of Special Activities 25X1A 25~C1A 25 1A Lockheed Missiles and Space Company is being handled on a very restricted access basis. 25X1 r- 1.# r x r\ 25 1A 2. LMSC andi 4&d earl 25X1 the LMSC proposal or the second phase indicated that this proposal had not been coordinated LIC, with regard to proposed U-2 modifications and schedules. The major changes to the proposal were those required to make more definite the performance requirements on the system. Navy has no objection to declassification and release. I Iraised serious questions about the esentation capability of the wide--angle, low-resol for target designation and acquisition; ndicated 25X1 ncepts .... ~2 eraxiona that the earlier planning and system op called for the acquisition of known targets. However, reference had been made to "targets of opportunity"--for which, comments were valid. In addition, I noted a e resolution tabulated was not compatible with the coverages vatnm responses and area tabulated: rather than ma e would be accomplished, and this was at the m t ng response of the system. 4. LMSC is to review the performance numbers with their principal sub-contractor, RCA, and return for review (now established at 6 November in Doffices). 25X1 5. I has obtained the monies required for this program, in accordance with the cost figures of the LMSC proposal. We discussed briefly the contracting arrangements; OSA considered that the contracting for the modification of the U-2 must come under our cognizance, rather than being sub-contract from LMSC. No determination has been made of the cost of the flight test program, whether it would be detachment or LAC flight test group, and on the participation of OSA in this portion of the program, other than adminis- trative functions. It was recognized, however, that this program is of interest to us in the IDEALIST application potential. 6. ndicated that, while initially this program was looked on solely as a test bed for the eventual satellite program, it is now being considered on its own merits as a potential aircraft program. 7. It was agreed that, following resolution of the performance specifications, LMSC and LAC would be asked to submit concurrent, coordinated proposals for the program, as associate contractors. 8. LMSC was planning on having only one cleared man at the base facility, and that the RCA check-out equipment would be located in the Los Angeles area. It does not appear to me A Approved For Release 2002/10/28&TRDP68B00724R000200270004-7 Approved For Release 2002/10/21 CIA-RDP68B00724R0QD200270004-7 SECRET IDEA-0822-68 Page 3 that this would be a very workable arrangement for an ex- perimental program. A somewhat expanded number of LMSC, and a number of RCA personnel would need access to the base for checkout and modification of the equipment during the flight test program. 9. In conclusion, additional coordination is needed. The system can be tested in either a U-2C or U-2R, flight levels of 40, 50, and 60,000 feet are being programmed, and no EWS, etc., gear needs be carried. 10. Program is under the g eneral cognizance of Adm. Carm Naval Ope Admiral s transferr Adm. Clan ody, ration lot ef ing ou cey wi P-35, with full suppor s. The Doffice fective 1 December.
