1. A meeting on the proposed second phase of the
program was held at 1030, 25 October 1968, in Room 6C33,

The major changes to the proposal were those required to make

their principal sub-contractor, RCA, and return for review
(now established at 6 November in Doffices).

5. I has obtained the monies required for this
program, in accordance with the cost figures of the LMSC
proposal. We discussed briefly the contracting arrangements;
OSA considered that the contracting for the modification of
the U-2 must come under our cognizance, rather than being
sub-contract from LMSC. No determination has been made of
the cost of the flight test program, whether it would be
detachment or LAC flight test group, and on the participation
of OSA in this portion of the program, other than adminis-
trative functions. It was recognized, however, that this
program is of interest to us in the IDEALIST application
potential.
6. ndicated that, while initially this program
was looked on solely as a test bed for the eventual satellite
program, it is now being considered on its own merits as a
potential aircraft program.
7. It was agreed that, following resolution of the
performance specifications, LMSC and LAC would be asked to
submit concurrent, coordinated proposals for the program, as
associate contractors.
8. LMSC was planning on having only one cleared man at
the base facility, and that the RCA check-out equipment would
be located in the Los Angeles area. It does not appear to me

that this would be a very workable arrangement for an ex-
perimental program. A somewhat expanded number of LMSC,
and a number of RCA personnel would need access to the base
for checkout and modification of the equipment during the
flight test program.
9. In conclusion, additional coordination is needed.
The system can be tested in either a U-2C or U-2R, flight
levels of 40, 50, and 60,000 feet are being programmed,
and no EWS, etc., gear needs be carried.
