MEMORANDUM FOR:
At our meeting with the Director on 15 March 1966, he
made the following points about Agency publications which we should
bear in mind during the course of the survey.
1. Is there a demonstrated need for all the publications
produced by CIA?
2. Is there duplication within the Agency?
3. The Director still has a difficult time in finding
out distribution of our publications. (As I mentioned to you,
this has been a complaint of three of his predecessors.)
4. Are we satisfied (and he is not) that all of our pub-
lications are put to profitable use by the recipients?
5. The security, of our publications disseminated outside
the Agency. (You will.. recall he cited the CIB sent to the
PFIAB as a case in point.)
6. What kind of a system, if any, do we have to ensure
that our publications are properly safeguarded- -how often do
we test this system and how do we do it?
