MEMORANDUM FOR: Chairman, Agency Ad Hoc Committee on
Publications
SUBJECT: Comments on Chairman's Draft Report
1. I have reviewed your draft report for the DD/S&T and
have only a few comments.
2. The section on security does not affect the DD/S&T.
We will comply with any modifications made on the handling of
SI/T-KH externally that may be taken by the Security Committee.
3. In regard to the two versions of the OSI/FMSAC
Weekly Surveyor and duplication in dissemination, I have re-
viewed the consumer list and have found that seven copies of
the Secret version go to FMSAC, OCI and ORR for no apparent
reason. We are checking this and will cut back if possible.
The other duplications are required because of clearance
problems within the recipient organizations. I have attached
our review of the Surveyor dissemination.
4. I suggest that paragraph 14 on page 5 could be ex-
panded to reflect a cut-back in the number of DD/S&T publica-
tions. It could read:
" . . . . The DD/S&T conducted a similar review
and, by merging several types of publications,
eliminated three categories, the Scientific
Intelligence Research Aid, the SIGINT Techniques
Studies, and the Missiles and Space Intelligence
Report." .
5. For your information, the DD/S&T plans, in the near
future, to call all OSI and FMSAC intelligence reports Scientific
and Technical Intelligence Reports (STIR). The STIR's will
include the present Scientific Intelligence Report, as well as
the old Scientific Intelligence Research Aid and the Missile
and Space Intelligence Report.

6. In paragraph 4, page 3, of your section on consumer
needs you might add this:
"As requested by the Inspector General, OSI made
a survey of its readers of the Scientific Intelli-
gence Report and the Scientific Intelligence
Digest in 1965. In no instances did the readers
indicate that they did not want to receive these
publications; the majority asked that their pub-
lication be continued as is; many recommended an
increase in the S&T spectrum of reporting."
