A. you probably know, we are now pressings I review of early warning intelligence to what I hope will be a fairly speedy conclusion. After long delays, in large measure due to mphyserna, he has now returned to the attack, has just visited NORAD and SAC headquarter*, and leaves next Sunday for a short visit to 25X1 25X1 25X1 25X1 2. J. J. Hitchcock was present during the visits to NORAD and SAC and will accoxzpany 25X1 From the outset it has been obvious that the value of the early warning report will be determined in very large measure by Hitchcock' a contribution. I sincerely hope that he will be able to devote sufficient time to this to complete the preparation of a section on the exploitation of early warning data, including an analysis of the MC, its interrelationship with other elements of the intelligence community and field commands, together with recommendations for improvements in its general approach to the whole field of exploitation of these kinds of data. His recom- mendations would presumably be based on conclusions concerning the validity of existing indicators, the effectiveness of current procedures for screening and identifying data of early warning significance, the adequacy of current arrangements for orchestrating the facilities of various levels and elements of the intelligence community for analysis and evaluation of particular data, the adequacy of automatic data processing, etc., etc. "M.`~surJr ii Approved For Release 2004/07/07 CIA-RDP68R00530A000100130016-6 Approved For Release 2004 d9RE lA-RDP68R00530A000100130016-6 3. 1 don't know exactly how to it would take J. J. to complete a draft input to report along these lines. I would hope not too long and I believe that the results to be expected from such a submission would snore than justify the cost in terms of J. J.'s valuable time.
