The purpose of the dinner meetings is primarily to broaden the backgrounds of our senior employees and "young turks" in DD/S&T. As you can appreciate, many of these individuals have entered the Agency rather recently and have relatively little perspective on In- telligence, although they are qualified in science and technology. Your involvement in the development and exploitation of the first major technological collection system places you in a unique position to describe the difficulties and pitfalls in such a program. The first meeting is planned for 6 p.m. on 12 October unless you wish to change it to 11 October. There will be a short cocktail period followed by dinner. You may wish to speak for thirty to sixty minutes which would permit additional time for discussion and a question period. There will be thirty individuals attending the meeting. The meeting will be informal and off the record. We are very pleased that you have consented to kick off this program for us. Please let me know if there is anything we can do to assist you in making arrangements or providing transportation. To follow up on our earlier meeting, I propose that the dinner meetings be held monthly from September through June with no more than thirty individuals attending. The attendees should include a few senior VV/S&T officials as well as new and younger employees. Plans have been made to take care of the administrative details in ORD. I prefer to in- ject more informality and thoughtful exchange into the meet- ings by shortening the cocktail hour, doing away with specific seating arrangements, and circulating a short resume of the speaker's background and interests prior to the meetings. 2. The speakers will generally fall into three categories: a. Scientists and engineers who have had intimate exposure to intelligence. Suggested speakers are Dr. Land, Dr. Tordella, Dr. Killian, Dr. Weisner, Dr. Suits, Dr. Kistiakowaki, Dr. Hornig, Dr. Seitz, Dr. Baker, Dr. Purcell, Dr. Tuckey, Dr. Doty, and Dr. Garvin. b. Past and present key intelligence figures to in- clude Mr. Kent, General Carter, Mr. Dulles, Mr. Helms, General Carroll, Mr. Fitzgerald. Mr. Biaaell, c. Non-scientists who have been or should be asso- ciated with the development of intelligence. These in- clude Mr. Bundy, Mr. Webb, Mr. Welsh (National Space Council), senators and representatives who are respon- sible for appropriations, and stimulating individuals such as Senators Jackson, McCarthy, and Rep. Holifield. 3.
