Approved Foele se 2004/05/12 : CIA-RDP6 B~00 69 SECRET Journal - Office of Legislative Counsel Friday - 17 March 1967 0100220008-3 Page 2 5. I IDelivered to Mr. Augliere a memorandum to Representative John E. Moss concerning the lack of any information on Amelia Earhart. This was furnished to Augliere with the understanding that our memorandum would not be published in any way. 6. Mike Findley, in the office of Representative Dante B. Fascell, called to alert us to the fact that on Sunday there would be a press release by Mr. Fascell, as Chairman of the Subcommittee on Inter- national Organizations and Movements of the Foreign Affairs Committee, having to do with proposed legislation to take away from CIA the job of supporting private American operations abroad. The release indicates that legislation to carry this out will be introduced by Mr. Fascell and Representatives Fraser, Frelinghuysen, Morse, Roybal, Zablocki and Tunney on Monday. A copy of Mr. Fascell's press release was picked up and forwarded to the Director. 7. I ITalked to Bob Michaels, House Appropriations Committee staff, about the forthcoming appearance of Dr. Herzfeld and Dr. Lukasik from ARPA. I explained the sensitive project might be raised in connection with He was familiar with the 25X1 situation and said he would be alert to do whatever was appropriate. 8. Delivered to Mr. Darden, Senate Armed Services Committee staff, the memorandum dealing with certain covert action activities in part responding to a Drew Pearson column. Also left with Mr. Darden the ticker item of 11 March in which Senator Strom Thurmond accuses the Agency of building socialism. 9. Talked with Phil Kelleher, House Armed Services Committee staff, about the routine letter from Chairman Rivers to the Director asking for a report on the Ryan bill to amend the CIA Act. Kelleher agreed that there was no point of reporting on this since obviously the Com- mittee intended to take no action. He asked for the return of the letter and I handed it to him. We can consider the matter closed. 10.1 Talked with Mr. Woodruff, Senate Appropriations Committee stall, in connection with an appropriate letter on our supplemental. He stated he expects the supplemental will have completed congressional action before the Easter recess and he hopes to have our letter before then. He said he would get together with Mr. Michaels on this. Woodruff advised he had spoken with Senator Russell, with Senator Young present, about the Senator visiting sensitive Agency facilities. Woodruff reports that Senator Russell was happy to see Senator Young taking an interest and certainly had no objection. He is particularly interested in the fact that Woodruff and Darden would also be able to visit these facilities. Approved For Release 2004/05/12 : Cj P,6,9400369R000100220008-3
