9, Mr. Michaels, House Appropriations
Committee staff, called to see if we had any views on the Chairman's
possible invitation to members of the Military Construction Subcommittee
participating in the Director's briefing of the Defense Subcommittee. I
indicated this was primarily a matter for the Chairman to determine and
we could modify a presentation so as not to be too specific in certain sensitive
categories. Mr. Michaels will discuss this with the Chairman and advise.
10.V I Briefed William Darden, William Woodruff,
Robert Michaels and Russ Blandford on the problem coming up in the March
issue of RAMPARTS magazine with a request that they inform their Chairmen.
I indicated we would keep in touch and advise them of developments as we
learned more about this situation.

They all generally agreed that this would be an appropriate topic tor
discussion at the next meeting of the CIA Subcommittee.
Mr. Michaels indicated that Mr. Anthony, DOD, had discussed with
him certain aspects of the DOD proposal
I pparently Anthony was asking Michaels to take
this up with Chairman Mahon. Michaels wanted assurances that we were
aware of this which I gave him. Michaels also indicated that he might well
take the position that this was the type of matter that should be taken up
with Mahon personally by either McNamara or Vance.
Mr. Woodruff indicated that Senator Young very much would like
to visit Present plans would include
Woodruff and Darden accompanying Senator Young. A number of details
were furnished which will be worked out I indicated I
saw no difficulties in working out these LIM-gemen s.
11. In the absence of
NSA, I talked to his assistant, Paul S. Brady, and reported my con-
versation with George Autry, Chief Counsel, Senate Subcommittee on
Constitutional Rights. I asked him to pass this information on to Mr.
land suggested that before either of us submit our written views
which are expected to be requested, we get together to insure that we
have a uniform response. Brady thought this would be an excellent idea.
