5. Handcarried to William Spell, in the office
of Senator John Stennis, aterial on the South Vietnamese movement
generated to attract support in the United States, along with the full text of
General Giap's recent statement and the commentary on it. These materials
were provided in response to Mr. Spell's request on behalf of the Senator
and will be used without attribution.
7. I IPicked up and sent on to

a copy of the continuing resolution for appropriations which is being debated
on the floor today. There were numerous overall restrictions which would
be applicable to the Agency's 1968 appropriation if this were to become law.
Present thinking on the Senate side is that they will not accept many of these
restrictions.
8. alked with Hugh Durham, Department
of Justice, who has been dealing wit the Congress on the wiretapping bills.
He read me the Committee Print of the bill as it now stands and the agreed
on Justice/CIA/NSA language is not included. Durham indicated that Justice
does not wish to debate specific language changes since this is not an
Administration bill, but had no objection if a member wanted to get it included
either in Subcommittee or full Committee. He had not heard of any move
to require judicial procedures for the national security exception and did
not think this would be accepted because of the general trend to ease restrictions
rather than tighten.

10. I IMr. Woodruff, Senate Appropriations
Committee staff, advised that Senators Mundt and Milton Young would be
unable to do the NPIC tour this week but hoped to pick it up next week.
