11, Left with Chris Sylvester, in the office of
Senator Milton Young, the Director's communication regarding S. 1035. Stilwell
is very familiar with the background on this legislation having worked with
the Senator in the preparation of his letter to Senator Ervin on our behalf.
He said he would see that the Director's letter was brought to the Senator's
attention immediately upon his return.
Representative Frank Horton (R. , N. Y.) and his Administrative Assistant, Mr.
David Lovenheim, and briefed them on Middle East affairs. Representative
Horton was interested in the level of arms replacements provided Egypt by the
Soviet Union, and the general political climate resulting from the Israeli
Egyptian conflict. Representative Horton expressed his appreciation for the
information provided by the Agency and advised that should he plan to speak or
write on this general subject he would be in touch with us to insure that any
classified information provided not be used.

13. Met with Mr. John R. Blandford, Chief Counsel,
House Armed Services Subcommittee,, in response to his question concerning
newspaper reports of charges by Mr. Tshombe at his Supreme Court hearing
"accusing the American Central Intelligence Agency for his kidnapping". Mr.
Blandford requested that we brief Representative William G. Bray (R., Ind.) on
his return next week. It was Mr. Bray who had posed the question with Mr.
Blandford.
14.1 elivered to Mr. Lee Williams, Administrative
Assistant to Senator J. W. Fulbright (D. , Ark.) an envelope from the Director
enclosing a copy of a letter dated 1 September to Senator Russell regarding S. 1035.
I advised Mr. Williams that the matter is one of concern to the Director and that
the correspondence was being provided each participant of the CIA Subcommittee.
It was suggested that if the Senator had any questions or if we could be of further
assistance I would appreciate a call. Mr. Williams advised that Senator Fulbright
would be back in the office in the morning and that he would bring the
correspondence to his attention at that time.
