Wednesday - 6 September 1967
1. Spoke with Miss Dorothy Jones, Personal
Secretary to Representative J. Edward Roush (D., Ind.), concerning a
constituent inquiry on a "cooperative program sponsored by the CIA for
college students." Personnel will initiate appropriate correspondence to
I Iwith a copy for Congressman Roush.
2. Met with Mr. John R. Blandford, Chief Counsel,
House Armed Services Subcommittee, and reviewed with him a copy of the
memorandum prepared for the Vice President concerning S. 1035. Mr. Blandford
appreciated the briefing. I hope to discuss the matter further with him
tomorrow. I briefed Mr. Blandford on last weeks' event in the IDEALIST
program. He is interested in keeping in touch with this item as it develops
further.
3. I met with Mr. Darrell St. Claire,
Chief Clerk of the Senate, and reviewed with him rules of the Senate and
procedures relating to the handling of legislation on the floor, and the recall
of legislation by committees. In a word, it might be stated that somewhat the
same debate and favorable vote of the members would be required to return
a bill to committee, where a request by a committee chairman for unamimous
consent for return of a bill had not carried, as would be involved in amending
a non-essential feature of the same bill on the floor. In the view of many, the
return of a bill to committee would imply a need or desire to pigeonhole the
matter for the remainder of a session or Congress and would be objectionable
too, for political reasons.
4. Met briefly with Mr. Stuart French, Senate
Prepardness Investigation Subcommittee. Mr. French advised that Mr. Ben
Gilleas was away from the office. I will attempt to see Mr. Gilleas during
the day tomorrow concerning the review of classified transcripts which was
approved by Mr. Kendall before his departure.
