met with Sena or Karl Mundt and William Woodruff, Senate
Appropriations Committee staff, concerning the Senator's letter
of 7 February relating to Soviet support of the North Vietnamese.
In essence, the Senator was interested in unclassified information
that he might use freely and definition of areas which he should
avoid. The half-hour meeting was extremely cordial and friendly
and the Senator is looking forward to the Director's briefing of the
Subcommittee tomorrow morning. The opportunity did not arise to
discuss scheduling of a breakfast meeting with the Director at the
headquarters.
6.1 alked with Dr. Morgan, Chairman,
Hoes e Foreign Affairs Committee, concerning tomorrow's briefing. I
indicated the Director planned to make a brief statement on the NSA
situation and then would turn to the briefing which would consist of about
a 30 minute statement on the Soviet position in the world today and the
Chinese Communist situation. I stated the Director would not like to be
put in the position of refusing to answer questions on Agency activities
and would very much like the Chairman to take a positive role in this.
Dr. Morgan said in the first place he fully approved of whatever we were
doing in the student field and he would make a little statement that the
members were not to ask questions on Agency activities but on intelligence
topics. He stated he would support the Director fully on this.
7. alked with Bill Darden, Senate
Armed Services Committee staff, and reviewed with him the Director
approach to tomorrow's briefing which is to indicate a number of topics
about which he is prepared to talk subject to the Chairman's pleasure.
Darden thought this was excellent and he in turn is preparing an opening
statement for the Chairman to indicate that this is a regular meeting of
the CIA Subcommittee and he would assume that the Director had a number
of topics he wished to discuss. Mr. Darden also informed me that Senator
Jackson had been added to our Subcommittee of Senate Armed Services.
8. Talked with William Woodruff and
Colonel Donald Rattan covering final details on Senator Milton Young's
trip to the Miami area.
