13. Talked to Bill Darden, Senate
Armed Services Committee staff, advising him that I had in hand the
original PRAVDA newspaper of 3 March containing the Russell item
which I would give to him in the morning.

Senator Clifford P. Hansen, in response to his request for information on
the "ratio" of USSR versus US defections. I told Baldwin that, without
attribution to the Agency, it could reasonably be said that the ratio was
somewhere between 3 to 1 and 4 to 1 Soviet defections over U. S. defections,
however, I pointed out to him that it was very difficult to attempt to make
across-the-board comparisons of these figures. Baldwin mentioned that they
were compiling material for the Senator on the subject of the Consular
Convention. He commented on Senator Dirksen's change of attitude with
respect to the treaty adding that Dirksen has indicated he changed his
view on the basis of secret information made available to him. He added
that Dirksen has refused to indicate what this secret information is or from
whom it was received. I made no comment on this but Mr. Baldwin asked 25X1
if I would let him know if I learned anything about this which could be passed
on to the Senator.
