9. Talked with Vince Augliere who
gave me the background of a letter which has been signed by Chairman
Moss, of the Foreign Operations and Government Information Subcommittee.
The letter will request that the Agency furnish Mr. Moss with a background
briefing on the NSA situation.
10. Talked with Herb Roback, of the
Military Operations Subcommittee of Government Operations, who said
he would like a little background on the NSA matter in an attempt to assist
a few members who are trying to defend the Agency.
11. Dr. Charles Reichardt, AEC, called to say
that Senator Albert Gore has asked the Los Alamos and Livermore Laboratories
to appear before his Disarmament Subcommittee of the Senate Foreign
Relations Committee. Reichardt also understands that the full Committee
has been invited to attend this briefing. Reichardt is concerned that, as
in the case of the Joint Committee on Atomic Energy, these Laboratory
representatives will become involved in information in special security
categories and may not be able to forestall probing questions in these areas.
Since the information is within Agency control systems, Reichardt was
seeking our advice as to how this could and should be handled. I subsequently
suggested to Reichardt that he inform Mr. Duckett of this and that we get
together and discuss the matter in further detail.
OCI, to a briefing on Ghana earlier requested
by freshman Congressman John Dellenback (R., Ore.). (See Journal
15 February 1967.) The Congressman a eared to be well pleased with
the comprehensive briefing given him
Mr. Talmadge, the Congressman's Administrative Assistant,
mentioned his deep affection for the Agency and said that he was a
graduate of Williams College.
Executive Officer, Medical Services, called Mr. Robert Hull, Department
of State Policy and Planning, and determined that it was a Mr. Berry
Casper in the Policy and Planning Staff at AID who was interested in
assembling statistics bearing on Federal employees injured through
hostile action. Apparently these statistics are being gathered in connec-
tion with the so-called Vietnam War Amendments which have been
transmitted to the 90th Congress by AID. (See Journal of 15 February
1967.)
