Spoke to Drury Blair, Senate Immigration and Naturalization Subcommittee staff,, concerning the Rodino bill. Blair said it was to have come up at a meeting of the Subcommittee today, but they were unable to obtain a quorum. He feels it is highly probable that there will be a meeting of the Subcommittee this week. He stated he has circulated the bill and the report to all members of the Sub- committee and has had no objection from any of them. He feels tae bill will get out of Committee as a routine matter. 2, Mr. Albert Westphal, House Foreign Affairs Committee staff, called in connection with the relationship of the "War Hazard Act" and the administrative leave provision in the "high risk" benefit bill now pending before the Committee. I told Mr. Westphal that I saw no conflict between the two since essentially their coverage was different. We also briefly discussed the relationship between FECA and the adminis- trative leave provision. Subsequently, I learned from Mr. Westphal that Mr. Tinsley, of BEG, had confirmed that the "War Hazard Act" had no bearing on the administrative leave provision. 3. Accompanied Messrs. Duckett and Brandwein to a briefing of Senators Anderson, Smith and Allott, of the Senate Aeronautical and Space Sciences Committee, on Soviet space and missile activities since our last briefing of this group in March of this year. The following points were covered: Soviet space boosters; a chronology of SOYUZ I flight; indicators of September/October 1967 space activity; the circum lunar flight; and Soviet and Chinese launch sites. The meeting lasted approximately one hour. A roll call on the pay bill eliminated a discussion of the FOBs but Staff Director Jim Gehrig was briefed on this after the Senator's left for the Senate floor.
