4. I I Mr. Joe Ray, Bureau of the Budget, called
in connection with the Agency's legislative program for the Second Session of
c.hc 90th Congress. I explained the nature of our pending bill which was the

Budget Circular A- 19. Mr. Ray asked for written confirmation and I said
this would be initiated.

7. Returned to the Joint Committee on Atomic Enemy
the corrected transcript of the Director's briefing of 8 November along with
an additional copy of the Director's prepared statement and a second copy of
the DD/S&T paper on Soviet submarines so that the Committee would have in
its possession two complete transcripts; one for the Military Applications Sub-
committee of JCAE, and one for the Safe Guards Subcommittee of Senate
Preparedness Subcommittee.
8. Made several attempts to see Mr. Peter
Hammond, in the office of Senator Harrison A. Williams, concerning a
constituent inquiry. I will try to make contact with Mr. Hammond tomorrow.
