Called Joe Ray, Bureau of the Budget, and informed him that we have no objection to the State Department report on H. R. 2430 dealing with restrictions on travel of U.S. nationals. Ray thanked me and said no written report would be necessary. 2. George Murphy, Joint Committee on Atomic Energy staff, called to inquire about a statement which he understood had been made by the Soviets concerning their missile capabilities. This was identified for us by references given to Murphy to a WASHINGTON POST article on the su sec . Murphy was also advised that an STAT Mr. Murphy also requested information on the cases of Sgts. Stafford and Harris who were recently arrested on espionage charges. According to Murphy, Stafford and Harris were recruited by the Soviets over a year agcTATINTL He would like to know when and where they were recruited.
