Delivered to Harriet Robnett, Legislative
Assistant to Senator Stuart Symington (D., Mo. ), a brief analysis of S. 1035
together with a section by section analysis. I went over each of our objections
with her in some detail. She appeared to have no problem in understanding
our objections to the bill. Miss Robnett confirmed with Stan Kimmitt, of the
Majority Leader's office, that the bill would not come to the floor today. She
also indicated that Senator Symington would discuss the matter with Senator
Long if he has an opportunity to do so before leaving on Wednesday.
2. I Talked briefly with Clark Norton, in the
office of Senator Birch Bayh concerning S. 1035.
3, Talked to John Holloman,.Senate
Committee on Judiciary staff, concerning the proposed meeting of the Judiciary
Committee on 31 August. Holloman informed me the meeting has been called
off because they could not get enough members.
4. Talked to Muriel Ferris, Legislative
Assistant to Senator Philip Hart (D., Mich.), concerning S. 1035. I noted that
I was unaware of Senator Hart's attitude toward this bill, but that I would like
to discuss the problems it creates for the Agency. Miss Ferris was most
receptive and we went over the bill in considerable detail. After checking with
another staff member, Miss Ferris informed me that Senator Hart had voted
with Senator Bayh in Committee and would support Senator Bayh on the floor
of the Senate although Senator Hart was not willing to take the lead.
5, Senator Milton Young called and I attempted
to respond but he had gone for the day. I left word that we had been informed
that S. 1035 was not going to go on the floor until the week of 18 September.

11. Checked again with Senator Thomas Dodd
regarding the situation with respect to 5.1035. The Senator said that there
had been a lot of confusing information concerning floor action and the
proposed full Committee meeting on Thursday, but his last word was that
both had been washed out until after the Labor Day recess. The Senator
said he would like to talk with us before either a Committee meeting or
floor action but he is planning to leave immediately for Connecticut. He
said he fully expected to be present at the Committee meeting if it takes
place.
12. Handcarried to Harriet R obnett, in the
office of Senator Stuart Symington, a copy of the Agency brochure and our
"Text and Explanations. "
13. Mr. Pippert, in the office of Senator
Charles Percy, called and said that Scott Cohen, in the Senator's office, had
asked him to contact us for any information we might provide concerning the
forthcoming contest for the U.N. General Assembly presidency. Pippert
said they would like to know "who is backing who. " He said it was there
understanding that a Rumanian was "running" for the position. I told Pippert
I would check on this and be in touch with him.
14. I Met with Senator John L. McClellan (D., Ark.)
and advised him that S. 1035, as reported to the Senate, presented very serious
questions with regard to application of the bill to the Central Intelligence Agency.
I advised that we had been in contact with the Chairman of the full Committee
and of the Subcommittee and that it was my understanding that a meeting of the
Judiciary Committee has been scheduled for next Thursday by Chairman
Eastland. I noted that the purpose of my visit was to advise him of our interest
and of the Agency's availability to respond to any questions he might have.
Senator McClellan stated in part that he would familiarize himself with the bill
and inferred in passing that the Committee might have gone a little too far in
this bill.
15. I I Ascertained from the Secretary of the
Senate's office that agreement had been reached on the floor to put over
consideration of S. 1035 until 11 September. It is noted for the record that this
was changed later in the day to 18 or 19 September.
