Thursday - 28 September 1967
1, Talked to Bernie Martin, Bureau of the
Budget, concerning S. 1035. Martin told me that the House Committee on Post
Office and Civil Service has requested reports on the bill from the Bureau of the
Budget, the Civil Service Commission, and the Department of Justice. In turn
the Bureau of the Budget will request reports from the Department of Defense,
the Agency, the Atomic Energy Commission, the Treasury Department, and
possibly the Department of State. He also noted that the Bureau of the Budget
has been informed by the House Committee on Post Office..and Civil Service
that the Committee is in no rush to consider the bill and will probably do nothing
with it until the Spring of 1968 unless strong pressure is exerted by the employee
unions .
2. John Medved, in the office of Representative
Michael Feighan, called regarding a problem involving the family of
an Agency employee who, according to Medved, is serving overseas.

I told Medved
that this was smatter of State law and University regulation that, seemingly,
could best be handled by their district office. (The Office of Security was
advised of this inquiry)
3. Attempted several times during the day
to meet with Representative F. Edward Hebert (D. , La.) and with Representative
Melvin Price (D. , Ill. ), but neither was available through his office during the
day.
4. Met with Lt. Col. Labre Garcia, Staff
Assistant, Hardy Investigative Subcommittee, House Armed Services, who advised
that DIA had not completed their testimony today and would probably be returning
on the third or possibly the fifth. It was also noted that in yesterdays meeting
with John Reddan, 10:00 a.rn. was suggested as the time for Agency meeting
with the Committee on October 9, 1967.
