Thursday - 16 February 1967
1. I Richard Gimer, in the office
of Congressman William J. Scherle (R., Iowa), called on behalf
of constituents who are considering engaging Herbert Philbrick
as a speaker on Communism. Gimer said they had written to
the FBI for information but had simply received a letter in reply
acknowledging that Philbrick had been an informant of the Bureau.
Gimer wanted to know if we could add anything which would be of
assistance to them in replying to the constituents. I informed
Gimer that we have no internal security jurisdiction so could give
him no information in depth on Philbrick; however, we do know
that Philbrick was knowledgeable on the Communist Party as
well as Communist doctrines and methods up to the time he was
surfaced by the Bureau. I suggested they could probably get
more complete information from Frank McNamara, Staff Director,
House Committee on Un-American Activities. Gimer thanked me
for my assistance.
