SUBJECT Establishment of a New ORD Goal
1. It is recommended that a new ORD goal be established in the Medical
and Behavioral Science Division area. This goal, entitled "Imperative
Cultural Forces", is recommended because of the need for meeting requirements
in the ethnocultural operational climate.
2. Examples of these requirements are:
A. Cross-Cultural Study - Assessment of Foreign Civil Service
Personnel in Emerging Nations
B. Foreign Group Behavior Prediction
C. Operational Group Performance Evaluation - Internal Historical
Study
D. Operational Group Performance Enhancement/Opposition Group
Performance Degradation
E. Ethno-pharmacological Practices of Tribes and Cultural
Sub-Groups
F. Power Implications of World Population/Food Crisis - Computer
Simulation Studies
G. Indirect Assessment of Embassy Personnel Loyalties
3. To date, categories of research efforts have been directed toward
individuals. The addition of this new proposed category will permit an
evaluation of the individual in the context of his environment.
4. Our recent discussions with TSD/DDP strongly indicate the need for
long range planning and development of programs concerning imperative
cultural forces governing the behavior of foreign societies.
