S. Easily Intercepts Luna Photos, But Officials Won't Admit Doing It. " It seems clear from Howard's memorandum that has not seen or does not understand the official Agency issuances regarding contact with public informa- tion media. I suggest you satisfy yourself that this situa- tion is corrected without delay.
