THE SOVIET CHALLENGE

In October and November, 1957, the world had a spectacular
demonstration of the great technical competence of the Soviet
Union. But to those who have been closely following developments
in the Soviet Union, the launching of the sputniks came as no
great surprise.
Contrary to what may be the generally accepted view, these
happenings have not caused us to make any basic changes in our
earlier estimates of the Soviet challenge. It was serious before.
It appears to be slightly more so today.
