MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Colonel White Concerning Regula-
tion No. Q
1. The undersigned had the following telephone conversa-
tion with Colonel White today concerning Regulation No.
2. Colonel White agrees that Administrative Services
should not have recourse to OSO files. He says he clearly
recognizes that this is an OSO responsibility and that topside
should get it only in an effort to be of assistance to OSO.
The other point he wanted to make, and the undersigned
concurred, was that Regulation No,_would be all-inclusive
in its wording but not in its application and that the agree-
ment would hold that Administrative Services would not come
into OSO without our concurrence or specifically at our request.
