After checking the microfilm holdings at the Interim Reposi-
tory on January 2 and 3, I find the following shortcomings:
1. The films are printable; the films range from fair to ex-
cellent.
2. Most negative photostats that were microfilmed are too
thin, therefore useless for making of prints and almost
useless if read on a reading machine. However, only
about 1 of 1% are film copies of this type; a survey in-
dicated that they were not important enough to warrant
recopying and to obtain them again would be impossible.
3. Many negatives were badly scratched and not properly
processed.
4. The storing of microfilms on "storage reels". This is
not satisfactory.
1. That the negatives belonging to USSR Film supplemental,
ICF Cards collection be remicrofilmed if possible. This
film is badly scratched and in many instanses dirty, in-
dicating poor processing.
It is recommended that the collection, from reel 1
through reel 13 be refilmed. If this is not possible,
reels 11 and 13 should be refixed and rewashed.
2. That camera operators (3) be assigned to operate the cam-
eras; not shifting pool personnel or members of the office
force where the filming is to be done.
3. Immediate rental of 3 Commercial Recordak cameras.
4. Coordinated supervision of all microfilm projects in all
its stages --
a. preparation
b. filming
c. processing
d. editing
e. filing

5. Transferring film now on "storage reels" to take-up
spools which provide better protection for films.
1. Approximately 90% of the microfilms at the Interim Re-
pository are printable. The other 10% are considered
unimportant from the point of justifying refilming.
