ANNOUNCES THE WEDNESDAY, MAY 27, 1959 LUNCHEON MEETING
Speaker: Shiram B. Bapat, Director, United Nations Office
for Public Administration
Subject: Some Problems of Technical Assistance
Chairman: William S. Finan, Assistant Director of the Bureau
of the Budget for Management and Organization
Shiram B. Bapat is a former Indian career civil
servant who served with distinction during the period of British
rule, as well as the independent Government of India. Last year
he stepped up to the United Nations to become Director of the
-Public- Administration Division.. -He -is presently- concerned- with-
planning and organizing technical assistance to the less developed
countries in the field of public administration.
In 1951, Mr. Bapat organized the Indian Institute of
Public Administration and worked as director until 1956. For
four years he was editor of the Indian Journal of Public
Administration.
Educated at Bombay and Cambridge, Mr. Bapat became a
barrister-at-law in 1929. He entered the Indian Cr..vil Service in
1931, serving until 1948 in Bengal. There he wa.;a ',.f.,?volved in
District Administration, Law and Order, and Persor.rel Administra-
tion. From 1949 to 1958, Mr. Bapat served with the Federal
Government in New Delhi in charge of recruitment, training and
placement of the higher Civil Services; and as Director of the
Organization and Methods Division, Government of India.
Mr. Finan, who will chair this meeting, is currently
Chairman of the Committee on Administrative Practices,
International Institute of Administrative Sciences, Brussels,
Belgium. He has been acquainted with Mr. Bapat sor some years,
