I. The Records Dieposal Act prescribes that no records'
of the United States Government shall bo alienated or deetroyed
except in accordance with the provident' of the Act. Authority
to diepose of records upder thie act tay to accomplished by the
submission of Standard 0Srm 115, Request for Authority to Diepose
of Records, to the National Archives and Records Service for
appraisal of records or records =los listed on thin form.
Appraisal by the National Archivee ie to determine the value of
the records for research or historical purposes. After this
review, tho disposal schedule is submitted to the Joint
Committee on the Dispocition of Executive Papers of the
Congress. A favorable report by this committee constitutes
disposal authorization.
2. It its anticipated that many such records die sal
schedules will be su)IrAtted to the national Archives and Records
Services within the next year. The number mill then drop off
sharply. It is of primary importance that the language need
to descrite records listed on Standard/rem 215 does not divulge
atAy information in violation of the security regulatione of
the Agency.
3, It is requested that you designate a member of your
staff to review such schedules to determine coipUanco with the
security regulations. There ie attached a coMplated sample of
Standard Form 115 for your use.
