I I Met with Miss Dorothy Fosdick, Senate
Subcommittee on National Security and International Operations staff,
and delivered to her a blind memorandum of 15 October titled "Possibie
Implications for International Law of the Article Entitled 'Sovereignty
and International Duties of Socialist Countries' by S. Kovalev, Pravda,
25 September 1968" and an undated paper titled "Soviet Attitudes Toward
International Law. " A copy of the Pravda article "Sovereignty and
International Duties of Socialist Countries" and a New York Times
comment thereon of 20 September was also provided. Miss Fosdick
indicated that Senator Jackson would present his paper or talk before
the Military Committee rather than in the plenary session of the North
Atlantic Assembly meeting. The subject matter will be held close to
the vest prior to the meeting to avoid possible premature leaks to the
press.
Miss Fosdick also noted in passing that Senator Cooper as rapporteur
for the North Atlantic Assembly will be preparing the Military Committee
report in advance of the meeting after checking with the members of th
Committee.

the membership and staffing of the American delegation to the North
Atlantic Assembly, 14th Annual Session in Brussels from 11 through 15
November.
9. I et with Mr. Carleton B. Hovey,
in the office of Representative William Bates, who advised that Mr.
Bates had gotten away to the district this morning. Mr. Bates will
be returning to the city some time during the day on 7 November prior
to departure that same evening for the North Atlantic Assembly meeting
in Brussels.
10.1 Met with Mr. Philip Kelleher, House Armed
Services Committee staff, and briefed him on the indicators of Soviet
leadership problems, the current situation in Panama, the Soviet
helicopter carrier ASW exercises and North Korean
acilities.
