(No. 0316-67a) He thought he would only need it for a few days. 6.1 Met with Robert Michaels, House Appropriations Committee staff, and returned to him the list of cleared people on the Committee which he had amended so that our records are now in agreement. 7. Foreign R J Delivered to Carl Marcy, Senate on behalf of the Chairman who was busy on the floor, the letter to the Chairman from the Director dated 27 March 1968. 8. Talked with Phil Kelleher, House Armed Se viceb omrniZ ee s t a r . , r. , reminding him that I had talked with Representative Philbin some time ago about proceeding with our legislation. I indicated that all the major retirement systems will be getting cost-of-living increases either 1 April or 1 May but that CIA could not. Mr. Kelleher, stated he would again raise this with Mr. Philbin and let us know. 9. Talked with Robert Michaels, House Appropriations committee staff, briefing him in general on the outstanding job being performed by Radio Free Europe and Radio Liberty with regard to events in Poland and Czechoslovakia. Briefed generally from the paper STATINTL furnished by of 25 March 1968. In view of previous discussions on funding of these two entities, I indicated the Director would like very much to have this passed on to Messrs. Mahon, Bow, and Lipscomb. I indicated that if in the meantime I could get to them personally I would brief them. Mr. Michaels said he would doublecheck it in any event as he saw them.
