In response to Committee request, picked up a letter from the Chairman, Senate Foreign Relations Committee, 2. Met with Mr. Robert Michaels, House Appropriations Committee staff, and picked up from him various items of classified trash for disposal. 3 Met with Mr. William Spell, Assistant to Senator o n Stennis . , and delivered to him a requested daily summary relating to Vietnam. 4. et with Mr. Al Westphal, House Foreign Affairs Committee, and discussed with him various items of legislation pending before the Committee. Mr. Westphal anticipated no problems with H. R. 14701, the Hays Bill, as far as adjustments to Foreign Service annuities provisions are concerned, but the congressional retirement benefits rider that has been tacked on to the bill will require hearings probably starting next week. Since the rider will be subject to much comment, the House passage by the Congress may well be later than 1 April for which the Foreign Service annuities provisions had been drafted.
