Mr. Simmons, State Department, called to say they were preparing
some material for the Senate Foreign Relations Committee and desired
our approval to send to the Committee an Intelligence Memorandum,
ER IM 68-10, on the subject of North Korea's Foreign Trade. I talked
with Mr. Simmons and learned that this item had not been specifically
requested by the Committee, but was being considered by the Department
in response to a general request from the Committee for information on
this subject. I told Mr. Simmons that we would prefer that this item
not be included in material furnished to the Foreign Relations Committee
in the absence of a specific request.
