Tuesday - 23 January 1968
5.1 1 The Director, accompanied by
Messrs. Smith, land Warner, appeared before the Seennate
Foreign Relations Committee. See Memorandum for the Record and
the transcript.
6. Delivered to Bill Woodruff, Senate Appropriations
Committee staff, a paper setting forth the status of the Reserve covering
the last half of calendar year 1967. I explained the items on it.
7. Talked to Mr. William Macomber,
State Department, indicating as ' ere should be a copy of the Director's
statement to the Senate Foreign Relations Committee in the Department
by early afternoon. Mr. Macomber stated he had understood things had
gone very well at the morning briefing.
8. Senator Stuart Symington called to advise that
at a DIA briefing this afternoon they were advised that the PUEBLO had
two 50 caliber guns which had not been uncovered. There was one casualty;
a man's leg had been blown off and also that apparently the PUEBLO was
about 25 miles from the shoreline. His interest in contacting us was the
possibility of our advising Carl Marcy or Senator Fulbright so that these
facts, which were different as set forth by the Director, would be coming
from us rather than press sources. I checked on this matter with the
Director and advised Mr. Marcy that there were some different facts and
it was quite likely there is confusion on some of the minor points. Marcy
fully understood the Director's position and, in fact, recalled that the
Director had made it clear that the information we had on this matter had
been received in the first instance from the Pentagon. He thought this
would be no problem.
9.1 Mr. Michaels, House Appropriations
Committee staff, called to advise that Mr. Mahon is tentatively planning to
have the briefing of the Defense Subcommittee by CIA during the week of
5 February, in all likelihood the 6th and the 7th. He indicated it is not
settled whether the Military Construction Subcommittee members will also
attend. He will advise when the plans are more firm. Mr. Michaels also
indicated Mr. Mahon was thinking of a CIA Subcommittee meeting prior to
that date and was considering the idea of the Subcommittee visiting the
Agency. He will also advise further on this one.

10 et with Senator Jack Miller (R. , Iowa)
as a follow-up to the briefing prior to his recent trip to South America,
and invited him to come to the Agency for breakfast and debriefing.
Senator Miller advised that as much as he would like to, his time is
completely committed at the moment and suggested that we discuss it
further about the middle of next week. I plan to be back in touch with him
at that time.
11.1 (Talked to various representatives of the reporting
firm of Ward and au at efferent times during the day. I met with Mr.
Ben Firshine and requested certain material be deleted from his notes.
Although deletion of the material from the transcript in effect reduced the
classification to secret, the reporting firm reproduction of the transcript
was too far along to delete or change the top secret classification.
12.1 1 Met with Mr. Arthur Kuhl and with Mrs. Mary
McLaughlin, Senate Foreign R elations Cqn rx t ~ staff, and advised that
the classification of the transcript with the omission of the off-the-record
statements requested by Mr. Helms could have been classified as secret,
but that the reporting firm had advised that it was being handled and
reproduced as top secret. Mr. Kuhl was of the opinion that this would not
create any particular problem for the Committee in the handling of the
transcript. I plan to meet with Mr. Kuhl again tomorrow after the Committee's
10:00 briefing to obtain, if possible, a copy for editing,
