1. ( - JMM) Called Representative Edward J.
Derwinski, a member of the Henderson Subcommittee before which the
Director appears tomorrow in connection with S. 1035, Constitutional
Rights of Federal Employees. Mr. Derwinski assured me he would be
present at tomorrow's hearing and indicated complete sympathy with the
Agency's position. As in an earlier conversation, he said he feels that
the best solution from the Agency's standpoint will be to drag the matter
on as long as possible so that it will never reach the floor. He thinks
there is a fair prospect that this can be done through a variety of delaying
tactics including absence of a quorum, the filing of a minority report,
etc. , and, also as in our earlier conversation, he indicated he would
try to employ such tactics in our behalf.
