Briefed DDCI on highlights and he in turn briefed the Director. I also reported the highlights to Colonel White. 2. (1 1 - JMM) Representative Charles S. Gubser (R., Calif. called me and when I returned his call I talked to his Administrative Assistant, Jean Gordon, who said that Mr. Gubser had two constituents from California who were anxious to convey some i f n ormation of significance to the Agency. Talked to Chief/OC about a problem raised by Bill Woodruff, Senate Appropriations Committee staff, regarding withdrawal from reserves for al Upon learning of this problem, Colonel White called Bill Woodruff directly and reminded him of the history of this project. 6. At Chairman Rivers' request, I met with the Chairman, Russ Blandford and I of DIA, a few 25X1 minutes before 8:00 a. m. During the meeting the Chairman's remarks were addressed principally to and related to the seriousness 25X1 o I f the present Vietcong and North Vietnamese actions in South Vietnam. I responded primarily from information contained in what appeared to be a daily intelligence bulletin put out by DIA, although his responses were handled in a conversational manner. The Chairman was quite concerned that an offensive is going on "during a period when we have stopped bombing again. " The Chairman also noted in passing the statements made by Govenor Reagan yesterday on the conduct of the war, and indicated that he was almost of a mind to endorse the Govenor's state- ments. indicated, in effect, that although pressure is being applied, the offensive is not in any way comparable to the Tet offensive. It appears that the Chairman's only purpose in inviting me into the discussion was a desire to "talk to his intelligence people who were available. 11 After the meeting I I affirmed my understanding 25X1 that he meets daily the first thing in the morning with Mr. Blandford and reviews the DIA intelligence bulletin with him. 7?
