Limes, Director of Information, Republican Party, Louisiana, concerning the Garrison investigation, I met with Mrs. Barbara Rathe. After several conversations with her, and between herself and Representative Boggs who was in New Orleans, I provided a suggested response to the telegram for use by Representative Boggs. Mrs. Rathe was m(r. t appreciative and advised that she would contact me over the weekend if any further assistance is needed. See Memorandum for the Record. In response to Representative Hale Boggs' letter I Delivered a suggested reply to Al Wiersma concerning to Dorothy Hessler in the office of Congressman 25X1 Gerald Ford (R., Mich.). 25X1 25X1 Dale DeHaan, Senate Subcommittee on Refugees and Escapees staff, called to check on the status of thel 25X1 (DeHaan has been out of the country with Senator Edward Kennedy and said upon his return he did not have an opportunity to discuss the ith 25X1 George Abrams, General Counsel of the Subcommittee, before Abrams departed for the weekend.) I told Mr. DeHaan of my understanding that= 25X1 and his attorney had met with Abrams and discus sec~villingness to 25X1 appear before the Subcommittee but that a suitable date had not been agreed upon. DeHaan thanked me for this information and said he merely wanted to bring himself up to date. Bill Darden, Senate Armed Services Committee staff, called to say he had on his desk two letters to Senator Russell from Georgians. Both of these letters concern the Agency. He said one lady referred to an article in the AMERICAN OPINION issue of May 1967 written by Allison Anders. Darden said there was a reference in the article to He asked if I would meet with him early next week to discuss possible replies to these letters. The second letter concerned the WASHINGTON OBSERVER newsletter. Philbin (D. , Mass. ), and advised him informally in response to his request that the Institute for Policy Studies had received rather detailed write -ups in the local press and provided him with copies. Mr. Gaucher was most appreciative. In passing, he advised that Mr. Philbin will be away during all of next week. Met with Mr. Clifford O. Gaucher, Met with Mr. Pat Holt, Senate Foreign Relatior. .-,mmittee staff, and reviewed with him the conversation of Tuesda May 1967, with Mr. Carl Marcy, the Staff Director, relating to Con-. 2e requests which result in direct contact with the Chairman by intere Executive agencies. We reviewed the matter in some detail to be that the Agency's understanding from conversation with Mr. Marcy is in keeping with Mr. Holt's new responsibility as the proper point of contact with the Committee staff on such matters. Although he is in agree- ment with the basic procedure, he does not feel that such a procedure will provide any real benefit for the Committee. Although he did not state it, it would appear that the problem underlying the present request to the Agency, is the frustration of staff attempts to assist in gaining information from the Chairman for Committee use. Mr. Holt expressed his appreciation for our consideration in coming by and reviewing this matter with him.
