1. Spoke further with William Woodyear,
Department of State, concerning the status of the Vietnam War Amendments
(S. 1029). Apparently they will again be reported out but without the increase
in the maximum post differential rate. (See Memorandum for the Record.)
2. Peter Riddleberger, Staff Member, Senate
Foreign Re a ions Committee, called to determine if any organization other
than NSA had been officially identified as a recipient of Agency funds. Mr.
Riddleberger said he would be able to satisfactorily respond to incoming
inquiries on the basis of certain language which I gave to him from the
Katzenbach Committee report.
3.1 1 Frank Tsutras, Administrative Assistant
to Congressman James Kee W.Va. ), called to indicate the Congress-
man's interest in the application of Mr. Tsutras asked STAT
that I drop by when I have a chance to visa with him an the Congressman.
4. Mrs. Molly Saguto, appointment secretary,
called for Congressman Samuel S. Stratton (D., N. Y.) on behalf of Mr.
New York.

5. The Director, accompanied by Messrs.
Morell, Allen and John S. Warner, appeared before the House Banking and
Currency Committee in executive session to discuss the Fiat deal. A transcript
was taken with only two copies to be reproduced; therefore, no memorandum
of the meeting will be made. The Director read a brief prepared statement
and then responded to questions. Out of the 33 members, 30 were present.
It seemed that the briefing went very well.
6. Charles Kirbow, Senate Armed Services
Committee staff, asked if we would see one who was present in
his office attempting to find a way to reach the A enc .
did see 1I for fifteen minutes and since II stated he had een
guided to the Agency by a beam and other irrational statements,
put him in the nut class. Mr. Kirbow was so informed and applogized for
