Subcommittee staff, called to say Senator John Sherman Cooper had referred
to Senator James Eastland a telegram he hid vP' ived from 25X1

saying that in June of 1966

Studies. The legram goes on to say Vas recently admitted he 25X1
urges an investigation of the Agency in the hope that
no one e se wi 1 be crippled. It Sourwine said he would normally refer such
an item to the FBI in routine fashion but, in view of the reference to the Agency,
he wished to check with us first. (This is one of a number of similar telegrams
which have been brought to our attention by various congressional offices.
The Director of Security is investigating this case and will be in touch with
us. )
25X1 I I Met with Miss Ann Purcell and Miss Kay
Harris, in the office of Senator William Proxmire, with regard to a constituent
query forwarding a 15 March issue of "Washington Observer Newsletter."
The constituent request queried use of CIA funds for political espionage during
the 1964 Presidential campaign. A suggested draft response, together with
various news clippings, was provided for use in responding. No written
response to the Senator's transmittal note request of 5 April will be necessary.
