MEMORANDUM FOR: AD/ICI/NIFE
SUBJECT: Annual PFIAB Report
1. The following items are suggested for inclusion in the Fiscal
1968 PFIAB Report.
2. Mr. John M. Maury was appointed Legislative Counsel, I
Mr. Maury assumed responsibility for the Office of Legislative Counsel
an 1 May 1968.
3. Agency sponsored legislation in the second session of the
90th Congress was limited to a proposal to update Agency retirement
system benefits to conform to those of the Civil Service retirement
system. This is noncontroversial legislation which has passed the
House and is expected to pass the Senate.
4. The Agency has continued to invite merribers of Congress for
general briefings and meetings with senior officials for the purpose of
providing a better understanding of the Agency and its functions. In
addition, several members including some who are not members of

the Agency's oversight subc mtttees requested briefings on current
such as Vietnam and the Soviet and Chinese missile s ste

especially in the public arena.

7. During the past year the Agency provided general intelligence
briefings oar major current issues to the full Senate Committee on
Armed Services and to the CIA Subcommittee of the House Committee
on Arrned Services. The CIA Subcommittees on Appropriations in
both Houses were briefed in depth on intelligence matters and on the
Agency budget for FY 69. In addition, intelligence briefings were
provided to the following committees and subcommittees at their
request:

Senate Committee on Armed Services, Subcommittee
on Preparedness Investigation
House Committee on Appropriations, Subcommittee
on Defense
House Committee on Science and Astronautics,
Subcommittee on Manned Space Flight
