On 13 November 1967 at equost, I matt 25X1A with him and F- I had not understood that would be accompanying them. Upon learning of his prer- once at the reception desk, I checked on his security clearances and was advised that he has SI and T-KH clearances but has not been briefed or signed the necessary papers. He obviously wanted to get a feel for our Fiscal Year 1968 budgetary situation with regard to R&D. He obviously wanted to interest the Agency in a contract. I said that, when this proposition came up a year or so ago, we took the position that this is a Defense Depart- ~erzt responsibility and does not rang high enough on CIA's priority list.
