SUBJECT: Meeting with

1. On 13 November 1967 at equost, I matt 25X1A
with him and F- I had not understood that
would be accompanying them. Upon learning of his prer-
once at the reception desk, I checked on his security clearances and
was advised that he has SI and T-KH clearances but has not been briefed

2. The purpose of their visit was threefold.
a. aid that the polygraph research paper is
nearing c ornaleetion. He feels that it contains aorr e: solid scien-
tific data which can be used to support the validity and reliability
of the polygraph instrument as a security screening device.
b. He obviously wanted to get a feel for our Fiscal Year
1968 budgetary situation with regard to R&D. I said that via are
in the process of making rather substantial reductions in cur
Fiscal Year 1968 R&D effort ars.d that it might be necessary to
reduce still further in Fiscal Year I969.

contract. I said that, when this proposition came up a year or
so ago, we took the position that this is a Defense Depart- ~erzt
responsibility and does not rang high enough on CIA's priority
