Kong. Border villages are quiet for the moment.
Godfrey felt that the reports on fighting in Nigeria are still
exaggerated but that the federal government is now committed. There
are casualties and prisoners, but both sides now seem to be running
short of ammunition.
George Allen called the Director's attention to a message from
Carver recounting his discussions on OB with MACV.
George Allen noted a message from Ambassador Bunker to
acretary Rusk concerning political developments.
The Director asked Bross to get back his Middle East "black
book" from

DD/S&T reported that DOD/DDR&E has asked for a specialist
to aid full time in the preparation of studies on the ABM problem for
Secretary McNamara. He noted that he will be monitoring an ACDA~
high-level panel which will be examining the ABM problem.
DD/S&T informed the Director that at the request of NRO we
will engage in a joint quarterly review of the NRP.
DD/P briefed the Director on yesterday's Middle East Control
Group meeting.
DDCI discussed a request from or the release of
the ChiCorn economic Estimate to NATO. He has asked the DD/I for
comment. The Director suggested that efforts be made to clear up
such items outside of the formal USIB agenda.
The Director called attention to a Situation Report from JMWAVE.
He felt that, in view of the efforts to relieve communications channels,
such items might be just as easily mailed.
In reply to a question DD/P said that he will get the Director a
current status report on USIA actions concerning radio broadcasting
to the Middle East.
The Director called attention to the essay in Time magazine on
the Arab. "
The Director discussed with the DD/I a letter which he received
from a news editor in Guam. He asked for an appraisal.
