1. This memorandum submits a recommendation for your approval; this
recorm'endation is contained, in paragraph 3.
. 2. Referent memorandum, attached at Tab A, was referred to ter office
for review and cc*rment. As a result of sa thorough survey of existing Secu-
rity Officer positions in the Science and Technolo r Directorate, our initial
conclusion was that the additional position proposed for the Office of Re-
eca.rch Lind Develolvent was unnecessary, however, I asked the Director of
Security for his views on thin matter and he fully supports the need for
this position. (Please see his memorandum attached,at Tab B.)
3. 'Consecquently, I recommend that you approve the establishment of the
position of Security Officer, GS-13, in the Office of Research and Develop-
ment. Since the Actin; Director for Science and Technology is prepared to
abolish a Security Officer position in the Office of Special Activities.to
provide ceiling for this now position,, no adjustment in the Directorate's
ceiling allocatiou is required.

1. This rnemoranc?um is intended to document the Office
of Security's endorsement of the recommendation made in reference.

3. The first major personnel recommendation of SMS/
DDS&T, fDllowing its detailed survey of security staffing in the
entire Directorate, was to immediately reduce by one the ceiling
of the OSA Security Staff in order to establish a full-time Sectiiity
Officer position in the Office of Research and Development. Mr.
Carl E. Duckett indicated his approval of this idea in reference.
