MEMORANDUM FOR: Assistant Director, Research and Reports
SUBJECT "Gaps in Intelligence"
REFERENCE : SC 05917/56
1. It is suggested that the appendices on "Gaps in Intelligence"
attached to Top Secret Codeword studies by the Office of Research and
Reports would be made usable in the clandestine intelligence collection
program if such sections bore a non-codeword classification. For
example, SC No. 05917/56, New Construction in the Chemical Industry
of the USSR, contains an Appendix C on "Gaps in Intelligence" in which
some of the comments specifying information needed might be worded
in such a way as to fit into a non-codewordclassification.
2. It is therefore recommended that consideration be given to
the possibility of issuing, whenever possible, non-codeword "Gaps in
Intelligence" supplements to future studies of this kind.
