15 September. In\view of the importance of the State proposal to

Congressional reacts n that may result when this change becomes
public knowledge, I roc end that you take the following steps to
rake CIA's concern a matter of record:
A. Telephone YaX, Katzenbach to express your concern
that a major policy de vision directly affecting your statutory
responsibilities was tat n without your knowledge. You could
also request the Under Scretary to instruct the US dele-
fltion not to present the 'x.35 proposal until your position
has been considered by him.',.
B. Transmit to the Under Secretary the attached
letter which states your object ons to the proposed US
position.
