Mr. Maury andi ccompanied o a briefing of Representative Donald W. R i.eg le Ut-;, Mich.) on a su b jec t of the Soviet posture in the Middle East. Because of hearings under way in the House Subcommittee on Foreign Operations (Appropriations Committee) at which I was testifying, Riegle was unable to meet with us in his office and asked that he be briefed in the hallway outside the door of the hearing room. Carl Blake, Administrative Assistant to Representative Riegie, remained for the briefing. Riegle assured us that Blake has been cleared for Top Secret. 2. The briefing was in a question and answer form and covered the subject of Soviet rearmament of the Arabs since the June war, Soviet position of influence in the Arab States, the possibilities of unified Arab action, estimate nd Soviet reasonr*j for being in the Middle East. North Korea and t e. u o incident and Soviek5 position with regard to North Vietnam were touch d on lightly. Rie le asked specifically for an estimate on the likelihood that was unable to furnish this information and it was left that we would endeavor to obtain it and be back in touch with Riegle. Riegle was referred to the FBI on the question of foreign participation in urban riots in the United States. 3. Riegle appeared to be most satisfied with the briefing and indicated that "we", presumably the .Republicans on the Appropriations Committee, intended to be in closer touch with the Agency for the purpose of aiding the group in arriving at decisions on allocations of appropriations.
