Met with Ed Bramwell, Senate Armed Services Committee staff. to review the factors supporting the gap in cost-of-living increases pointed out in the Director's 22 April letter to Chairman Russell. This was similar to what had been done with Braswell in early 1967 when the legislation was proposed to the 90th Congress. 2. Braswell seemed to focus in quite readily and had no real problems. The inequities in cost-of -living between the CIA and Civil Service retirement systems had a definite impact and Braswell commented on the effect on morale this situation could create. 3. Braswell said the Chairman had not been in touch with hire on the Director's letter, but that the Chairman would probably lean to consid- eration of the cost-of-living provision only and then only after the House had approved it. 4. Braswell identified the retention of annuity after remarriage and the reemployment compensation provisions as ones the Chairman had strong feelings against. Apparently, the retention of annuity after remarriage provision would be acceptable if it conformed to the Civil Service rather than the Foreign Service formula. 5. Braswell said that information on cost-of-living along the lines we had charted for hina in early 1967 would be helpful. This involves the increases granted under Civil Service, supporting CPI factors, the numbers of annuitants eligible for these increases, and the costs.
