Approved For Release 2003/12/02 : CIA-RDP71 B00364R000100170018-0 JOURNAL OFFICE OF LEGISLATIVE COUNSEL Monday - 29 September 1969 25X1 D 25X1 Met with Bill Woodruff, Senate Appropriations 25X1 D Committee staff, and briefed him on the Chinese nuclear test 25X1 D I also advised him of the Soviet missile test Woodruff commented in passing that he thought the budget briefing Friday had gone very well. 25X1 2. Met with Ed Braswell, Senate Armed Services S omm ttte -staff, and briefed him on the Chinese nuclear test that took place this morning. I also asked Braswell if he had any background on the discussions between Senators Thurmond and Stennis on Thurmond's interest in the Panama Canal. (Senator Stennis had talked with the Director about this at the conclusion of the budget briefing on Friday.) Braswell was not able to shed any light on this but said he would see what he could find out. We have since obtained a copy of Thurmond's bill (S. 2228) to provide for improvements in the Canal and several statements made by Thurmond OCI's in the 25X1A Senate on this subject. These are being sent to in preparing a paper which Senator Stennis requested on t 's. I took this opportunity to again mention to Braswell the subject of retirement legislation and suggested that we get together with him on our proposals as soon as it was convenient for him to do so. We will follow up on this. Braswell also expressed the opinion that the budget briefing on Friday take had gone quite well. He added that we should Russell not react at these too briefings. or was too literally comments made by Senator specifically referring to the Se?ator's comment that he did not share our enthusiasm about a sensitive project which was covered in this briefing. ) 25X1 3. Received calls from both 'lvlessrs. Woodruff and Braswell expressing surprise and some consternation over the phrasing of Army Secretary Resor's statement on the Green Beret case as it referred to the Agency. I advised them that I had no information on the considerations that were involved in this statement. After checking with FE Division and OCI, it was arranged that 25X1A I f OCI would meet Professor ErSelcukin Senator Bayh's office later this afternoon. 25X1 25X1 25X1 25X1 STATOTHI called about the 25X1 upcoming hearings which ena-or Symington's Subcommittee on U. S. Agreements and Commitments Abroad of Senate Foreign Relations Committee, will be holding on Laos. I is coordinating DOD's participation. He merely wished to establish a point of contact in the Agency for future reference. He also informed me that he is air-mailing to Saigon Senator Symington's questionnaire with instructions that field units coordinate their preparation of material for these hearings in the field. 6. Called Lt. Colonel R. A. Jones, in the office of the Army Judge Advocate General, about his draft letter to Senator Vance Hartke responding to an inquiry the Senator had received from a constituent on the Green Beret case. I gave Colonel Jones several minor suggestions on his draft which he seemed willing to accept and told him we appreciated their cooperation in contacting us on this. 7, Frank Tsutras, Administrative Assistant to Representative James Kee D. , W. Va. ), called about a constituent from Bluefield, West Virginia (60 years of age) who is interested in CIA or State Department employment. Avoiding the age factor, I gave Mr. Tsutras some suggested language for a letter to the constituent indicating that our personnel situation was such that we were not taking on many new -employees. Ed Braswell, Chief of Staff of the Senat Armed Services Committee, called and said that Senator Stennis would like a briefing at M5 p.m. is afternoon on Laos, Cambodia, and Thailand. Mr. Braswell indicated that this was in connection with Senator Cooper's amendment having to do with this area. I mentioned to Mr. Braswell the request which we have received from Senator Symington to have an Agency officer appear before the Senator's Foreign Relations Subcommittee to testify on activities in Laos. We then discussed some of the problems involved in such an appearance. 14. FE/TBL, and I 25X1A met with Messrs. Pincus and Paul, Investigators for the Symington Sub- committee on U. S. Agreements and Commitments Abroad. See Memos for the Record for details. I conveyed to Mr. Paul orally our response to his earlier query tol regarding the number of Chinese and North Vietnamese deaths during the communization of these two countries. I reminded Messrs. Pincus and Paul that we were prepared to respond orally, through a briefing by to Senator Symington's 25X1 inquiry of some weeks ago regarding COMINT involvements 25X6 Mr. Pincus said it would be sometime- -probably a matter of months rat Pr than weeks--before they would be ready to go into this. 15. Accompanied Acting Chief,25X1A FE Division, who briefed Senator John Stennis, Chairman of the CIA Sub- committee of Senate Armed Services, and Mr. Edward Braswell, Chief of Staff, on the subject of Agency involvement in Laos, Thailand and Cambodia. This was in response to the Senator's request for such a briefing. See Memos for Record for details. Mr. Braswell mentioned tha-.: Senator Symington had talked with him recently about the Green Beret case. The Senator expressed a view that the Agency was getting a bad name in connection with this case and he thought the Director should be asked' to brief the CIA Subcommittees on this case so they might be of some assistance to us. I advised Braswell of the Director's briefing of the Senate Appropriations CIA Subcommittee and told him that the Director was seeing Senator Symington today and this would undoubtedly come up during the course of conversation. I also briefed Mr. Braswell on the status of our negotiations on S. 782. I queried Braswell on the Daniels bill. Braswell said he was quite certain that the bill would pass the Senate in some form but he feels sure that the income tax provision will be deleted from the bill on a point of order. 13. Met briefly with Bill Woodruff, on the staff of the Senate Appropriations Committee, and advised him of my conversation with Ed Braswell regarding the Director's appearance before the Senate Appropri- 25X1A ations CIA Subcommittee.
