1. In the absence of Senator Henry M. Jackson (who
25X1A is on the west coas is week), nd I met with Miss Fosdick, Staff
Director, Subcommittee on National Security and International Operations,
and delivered a paper on "The Effect of the Cuban Missile Crisis on Soviet
Strategic Force Planning" per the Senator's earlier request.
Miss Fosdick said she was anxious for the paper on the Politboro
we are doing for them by not later than the morning of Thursday, 3 July.
Miss Fosdick also requested for this week a very brief paper on the
number of Soviet "intellectuals" now in prison or in labor camps. STATSPEC
STATSPEC In addition, Senator Jackson's office would like any material we have
on the recent world Communist conference in Moscow
We briefed Miss Fosdick on recent developments in Soviet ICBM
deployment and the Sino-Soviet military situation.
51A 2. nd I met with Ed Braswell, Senate
Armed Services omxm ee staff, to whom we delivered for Senator Stennis
a copy of the Director's prepared statement before the Senate Foreign Relations
Committee on 23 June.
We briefed Mr. Braswell on recent developments in Soviet ICBM
deployment and the Sino-Soviet military situation.

Saturday - 21 June 1969
I advised Ed Braswell, on the
staff of the ~enate Armed Services Committee of the Director's
appearance before the Senate Foreign Relations Committee with
Secretary of Defense Laird on Monday. Braswell appreciated
knowing about this and said he would inform Senator Stennis.
He indicated an interest in knowing how this session goes and
mentioned the possibility of getting a copy of the Director's
prepared statement to this group if one was made. I told him
we would be back in touch with him on Monday following the
Director's appearance.

10. Talked with Bill Spell, on the staff of
Senator John Stennis . , Miss. ), about the current activity regarding
S. 782. Specifically, the possibility of talking with the staffs of Senators
Robert Byrd (D. , W. Va.) and Strom Thurmond (R. , S. Car. ). Spell
suggested that Mr. Paul J. Cotter, Special Counsel to the Appropriations
Committee, would be a good person to talk with about this, since he has
worked closely-with Senator Byrd on a number of legislative matters.
I talked with Cotter (a former FBI agent) who appeared to grasp the
significance of our problems with the bill. He subsequently talked to
Ethel Low, on the Senator's staff, and arranged for me to contact
Joseph Owens, of that staff, on Wednesday.
Inasmuch as Ed Braswell, of the Senate Armed Services staff,
was tied up, I took this occasion to brief Spell on a number of current
developments in the Sino-Soviet situation.

Thursday - 12 June 1969
1. I I In response to a call, from Jim Lowenstein,
Senate Foreign Relations Committee staff, I gave him the membership by
title of the United States Intelligence Board.
2. Mr. Carl Marcy, Senate Foreign Relations
Committee staff, called to say they could not understand how publication of
the draft speech which Senator Fulbright gave the Director for comment
could jeopardize intelligence sources, and would appreciate our documenting
this position. See Memo of Conversation for details.
3, I I Called Mr. Tom Braden, of the Los- Angeles
Times, as a follow up to his earlier call to the DDCI and explained that in addition
to our briefings of various congressional committees under the guidance of the
Agency Subcommittees, we kept the Joint Committee on Atomic Energy
informed on matters of interest to them pursuant to provisions of the Atomic
Energy Act requiring all Executive agencies to report to the Joint Committee
on these matters.
4. Miss Jacqueline Frazier, on the staff of the
Senate Armed Commit called and requested the names of the men who
have served as Director of Central Intelligence and the period of their tenure.
I provided her with a copy of the Agency pamphlet containing this information.
5. I IHand carried to Carl Marcy, Senate Foreign
Relations Committee staff, the Director's letter to Chairman Fulbright
concerning the draft speech entitled "Prejudice, Intelligence and the ABM.
6. In response to a request from Mrs. Mary
McLaughlin, Senate Foreign Relations Committee Staff, arrangements were
made to forward the transcript of the Director's testimony before the Gore
Subcommittee on International Organization and Disarmament Affairs of
23 April to the Committee for their use during working hours on Friday,
13 June and Monday, 16 June.

8. I I Received a call from Mr. Jack
Buttram, Press Secretary to Senator Paul J. Fannin (R., Ariz.),
who advised that the Senator is preparing a speech and wants to know

the Agency. Mr. Buttram noted on the Senator's behalf that the
Senator would appreciate the information and would handle it in keeping
with whatever limitations were necessary. I thanked him for the call
and told him I would be back in touch with him tomorrow morning.

9. Colonel Everett Harper, Committee
Counsel to Senator Thomas J. McIntyre's (D. , N. H.) Subcommittee on
search and Develoment, called in connection with a request made
by Alton Frye, of Senator Edward W. Brooke's (R., Mass.) staff, for
a classified briefing. Harper said that he was trying to get the Agency
out of the middle on this and, therefore, was attempting to arrange for
Frye and himself to receive the briefing desired from DIA. This would
finesse the request for an Agency briefing and is acceptable to Frye.
Harper has discussed this approach with and
Brigadier General Joseph Lawrence, Office of Secretary of Defense
(Legislative Affairs). He is hopeful arrangements can be made for Frye
to be given the special clearances required to achieve this.
10. Worked with of NE
Division, in preparing suggested language for the State Department
to use in a response to Senator Fulbright on the subject of

State Department, who is preparing the response to Senator Fulbright,
and we agreed on the language to be used.
11.1 I William Woodruff, on the staff of the
Senate Appropriations Committee, called and asked if I could tell him
whether Assistant Secretary of Defense Froehlke had any status with
the United States Intelligence Board (USIB). After checking with
Mr. John A. Bross, D/DCI/NIPE, I advised Mr. Woodruff that
Mr. Froehlke had no status in the USIB.

of Representative John Slack (D., W. Va.), called on behalf of a con-

employment. After checking with Personnel, I informed Miss Shelburne

forms had failed to complete the last page, which has now been done, and
that she would be hearing from us in due course as to whether there is a
need for her services.

6. I I Received a call from Mr. Gerard
Schiappa, Administrative Assistant Representative Louis Wyman
(R., N.H.), who requested an employment interview for 25X1A
advised Mr. Schiappa that an appointment has been scheduled for Wednesday,
4 June at 10:00.
7. I I Talked with Bill Woodruff, on the staff of
the Senate Appropriations Committee, about Senator Fulbright's letter of
2 June to the Director which referred to a column by Joseph Alsop and posed
four questions with regard to SS-9 missiles. Woodruff said he did not see
how we could say no. to Senator Fulbright in this instance- -adding that a
refusal to answer could create more problems than a response. (See
Memo for the Record for details. )
8. I I I advised Bill Woodruff of the request we had
received from Alton Frye,on the staff of Senator Edward Brooke (R. , Mass.).
for a briefing in connection with the work he was doing for Senator Brooke
in preparing the Senator's minority views on a classified report by Senator
Thomas J. McIntyre's (D. , N. H.) Ad Hoc Subcommittee on Research and
Development. Woodruff was in agreement with our response to Frye to the
effect that this was contrary to established guidelines and would establish a
bad precedent.
9. Briefed Bill Woodruff on the most recent information
concerning the Communist Chinese missile test range.

15. Met with Ed Braswell., on the staff of the Senate
Armed Services Committee, and brought him up-to-date on the Alton Frye
request and advised him of the course we were taking with respect to Senator
Fulbright's letter of 2 June to the Director. I also briefed Braswell on the
latest information concerning the Communist Chinese missile test range.

he was working on a repQrt of the Subcommittee on Research and Development
of Senate Armed Services Committee (which Mr. Duckett briefed on 17 March 1969
re Soviet R&D). Mr. Frye said he wished to get up-to-date on'the recent
Pacific testing (the SS-9, the MRV) and also the ABM.
Because of the existing policy against briefing staff employees of
individual senators on controversial and sensitive issues, I checked separately
with Colonel Harper, Professional Staff Member, Senate Preparedness Sub-
committee; Mr. Edward Braswell, Chief of Staff, Senate Armed Services
Committee; and James T. Kendall, Chief Counsel, Senate Preparedness Sub-
committee. Colonel Harper confirmed that Frye had Top Secret clearance
but felt the question should be cleared with Mr. Braswell and possibly Senator
Stennis. Braswell said he could not approve the briefing of Frye, particularly
in view of the fact that this apparently was a personal request on behalf of
Senator Brooke and therefore not within the framework of the Committee-Agency
relationship.
Kendall agreed that we might be setting an unfortunate precedent by
briefing Frye but thought we should of course offer to brief Senator Brooke
himself.
I called Frye back and explained that in view of the existing ground rules
limiting sensitive briefings only to members and committee staff members, I
did not see how we could accede to his request. Frye said he recognized there
was a problem, but could not see any logic in existing policies of discrimination
against staff members with full security clearances especially when they were
eligible for briefings by DOD. He said he thought Senator Brooke would want
to pursue the problem further and we would see where we came out. (Frye's
manner was entirely friendly throughout, but he indicated that he did not
consider the matter closed. )
9. I I Called Robert Michaels, House Appropriations
Committee staff, and explained the request of Frank Slatinshek, House Armed
Services Committee staff, for information on the Agency budget. Mr. Michaels
said he would be glad to discuss the subject with Slatinshek and suggested we
have Slatinshek call Michaels.
