Assistant, House Appropriations Committee, plans for his visit to
1 8 to 111 January 1969.
Wiliam Woodruff, Assistant Chief
Clerk, Sen.Lre propria ions Committee, informed me that Senator Russell
wanted to be certain that his Subcommittee received an Agency roundup
briefing before we briefed the Sedate Foreign Relations Committee. Woodruff
wanted to be informed as soon as we had any indication that the Foreign
Relations Committee wished to schedule a briefing. He said Senator Russell
would be preoccupied with the Senate Rules debate next week (13-17 January)
but might like an Agency briefing the following week (20 - 24 January). In
any event however the Senator would want to be sure that his Subcommittee
heard from the Agency before we appeared before Senator Fulbright's
Committee.

in March for an eye operation which will take him but of circulation for some
three months. For the first time in recent months, he seemed somewhat
optimistic about improving his eyesight.
House Armed Services Committee, and completed the appropriate documenta-
tion on two projects for which Sec'-ecy Oaths had not been signed.
5? I I Met with Mr. Frank Slatinshek, Counsel, House
Armed Se mi ee, and brieffed him on the security control systems
utilized in the protection of sensitive information and completed the appro-
priate Secrecy Mr. Slatinshek has recently been designated by the
Chairman to attend CIA Subcommittee briefings.

Hollings' (D. , ear ter ca to Q OLC, for information on
the World Anti-Communist League, accompanied the
Taiwan analyst of OCI, to a meeting with Senator Hollings and Michael
Joy, his Legislative Assistant. Senator Hollings' interest stems from an
invitation to attend a conference in Taiwan on 23 January in which the
League is involved.
The briefing went well, with Senator Hollings complementing
on his detailed knowledge of the subject. I stressed that the
Government's position with respect to the World Anti-Communist League
was not within the Agency's province. had contacted Mr. Hart,
of State Department, whose information and evaluation was similar to
that given by Senator Hollings was grateful for our help anc
determined it to be in his best interest to decline the invitation.
5. At the request of Garner J. Cline,
Staff Director, Subcommittee on Immigration and Naturalization,
furnished to him the name of I ks the person in Radio
Liberty to whom he could write a "thank you" letter.

original request. McNamara was unaware that the request had been

4, I I Met with Mr. Robert Michaels,
House Appropriations Committee, and received from him copies of
news items that he feels will be brought up for consideration during
the next A.cency briefing. These items were:
Mr. Woodruff during the day concerning a possible trip
From the present Committee schedules, which he will finalize with
Mr. Woodruff tomorrow, it now appears that he and Mr. Woodruff
would be available to travel during next week.
In passing, Mr. Michaels noted that Representative Glen
Lipscomb is spending more than half his time at the Executive Office
Building with the Nixon people as liaison for Mel Laird. There is
some indication that Mr. Laird is exerting more than a little pressure
in an effort to obtain Representative Lipscomb's services as Deputy
Secretary-Comptroller.
Mr. Michaels requested for himself and Mr. Woodruff, a
scheduling of a luncheon with or an overview of the FE
area after plans have been completed for
