SUBJECT: SS-9 Intelligence Estimate
1. In meeting with Carl Marcy, Staff Director, Senate Foreign
Relations Committee, he passed on as a matter of information, the sub-
stance of an exchange between Chairman Fulbright and Under Secretary
of State Elliot Richardson during the Spanish base hearings yesterday.
2. Carl advised that when Secretary Laird was before the Commit-
tee, he had testified concerning first-strike capability and new intelligence
information concerning the SS-9. During yesterday's hearing, Chairman
Fulbright questioned Mr. Richardson concerning the availabilitVto the
Committee of the " intelligence estimate on the SS-9" that has been
developed since the Committee was briefed original on the subject
(presumably by CIA). Mr. Richardson deferred on the ground that this
is a matter relating to the Central Intelligence Agency but was pressed
by the Chairman on the point that as the Government's principal foreign
policy advisor and a contributor to such an estimate, he should have the
estimate available to him. No resolution was reached between the Chair-
man and Richardson and Carl noted again that the ball is in the Depart-
ment's court.
3. In closing, Carl apologized that the transcript of the Spanish
base hearings had not yet been returned to the Committee and that he
would be absent himself for the day tomorrow. Don Henderson will be
on board, however, and will have the transcript available should we desire
to review it.
